A Ugandan Military Intelligence (CMI) sponsored troll based in Belgium, Titus Seruga aka Serubwa, recently has been fanning internal wrangles within the Ugandan intelligence apparatus.

His new surprising attacks target the Internal Security Organization (ISO) boss, the embattled Kaka Byagenda. The Facebook CMI troll is aided in this new enterprise by Chimpreports, a propaganda mouthpiece controlled by CMI, which operates at the discretion of the agency’s head Maj. Gen. Abel Kandiho. The CMI-ISO war for supremacy has been brewing for some time.

According to Chimpreport, Kaka Bagyenda’s fate is already sealed. Signs of this began last year when Museveni’s loudspeaker Andrew Mwenda publicly lambasted Bagyenda with claims that the latter was guilty of torturing Ugandans in safe houses. (Even though CMI in fact tortures, abuses or kills far more people!)

Museveni already is vetting other candidates for the ISO directorship. Bagyenda is said to be losing his job any time. Senile Museveni used him but he found Kandiho to be more effiective in executing anti Rwanda policies. Abel Kandiho beat Kaka Byagenda in detaining illegally, torturing, and killing Rwandans in “Safe” houses. Under Kandiho, CMI provided more support to anti-Rwanda terrorist organizations than its sister agency ISO.

The hardliners in the Museveni regime are promoting Kandiho, who distinguished himself with absolute inhumanity in the persecution of innocent Rwandans. It is, on the one hand, another strong signal that Kampala has no intention of respecting the Luanda MoU, which called for accountability for the crimes actors like Kandiho committed against Rwandans.

Furthermore, the speed by which online trolls are turning against Bagyenda is indicative of how the Museveni regime has no sense of loyalty.

They used Kaka Byagenda to commit atrocities in Uganda but he was not as brutal on innocent Rwandans as Kandiho, his colleague. So he was not good enough for Senile Museveni who has now decided to dump him like used rubber.

Uganda’s Chieftaincy of Military Intelligence head, Abel Kandiho’s stray dog, Titus Seruga, alias “Serubwa the midget” is a big burden to his boss. Like a rabies-infested stray dog, the Belgium based CMI operative is rabid and untamable.

Being a loose cannon, Seruga has a way of sending hints and thereby inadvertently spilling secrets about his bosses’ hitherto covert moves.

Through Titus the midget’s posts we get to confirm that the very survival of Uganda’s intelligence, and its bosses by extension, is hinged on hatred towards Rwanda. By projecting Rwanda as the bogeyman, they get a reason to rob state coffers under the guise of drawing operations funds for ‘fighting the enemy.’

When senile Museveni, in an interview with NBS, made one of his trademark diversionary statements which he only reserves for media cameras, that he has ‘no problem with Rwanda or any other African country for that matter’, Titus the midget was alarmed because this would effectively signal the end of the CMI handouts to him. For the midget, the status quo of hostility must be maintained at all costs.

Naive to believe that his senile master meant what he said, Titus the midget whips out ‘evidence’ that Rwanda is up to no good, to urge his senile master to retract his statement. Except, of course, the ‘evidence’ is a couple of forged CMI letters (probably made from Nasa Road) that are supposed to be intercepted communication between Rwandan leaders, revealing malevolent plans against Uganda. Being a mediocre CMI operative, Titus the midget says he can’t distinguish a fake letter from a genuine one. Otherwise he would know for fact that the letters are the work of CMI’s counterfeit artist somewhere in Kikuubo.

Diversions and distortions of facts will not erase the fact that Uganda harbors and supports terror groups like RNC, FDLR, RUD-Urunana and FLN bent on destabilizing Rwanda. As if that is not enough, Museveni’s regime makes arbitrary arrests, torture and kills innocent Rwandans traveling, working and living in Uganda which is against EAC rules. For Museveni to state that he has no problem with Rwanda, it is a bag of comics; but it’s also very irksome for a head of state to lie about things which have got overwhelming evidence known to the whole world.

As for giving Rwanda ‘notice’ about ‘bringing the battle where it hurts’, that’s the cowardice talking, because senile Museveni knows that he can’t play with fire.

Judging by his penchant for using the projecting tactic, senile Museveni is on first forward to meet the devil in hell. He has been hinting on his imminent demise by instructing his most vicious troll, the CMI supervised Obed Karurebe, alias Robert Patrick Fati Gakwerere to write smears suggesting that the President of Rwanda is a ‘gone case’.

In reality, it is senile Museveni who has started to see the devil beckoning from a distance. He is throwing the last kicks of a dying horse, literally. And seeing the failure of his anti-Rwanda project melt before his own eyes, he is getting desperate at every stroke of the clock. But the anti Rwanda project and his health are on a very rapid nosedive.

It is no secret that senile Museveni’s life is now a matter of time, after oncologists gave him a specified time to live. Entebbe State House has been turned into an hospital wing, First Lady Janet Kataha Museveni is also battling his longtime illness of epilepsy, the whole house is under duress and succession battles have also emerged with both Senile Museveni and his frail wife seeing different candidates. This whole mess has been the reason why Museveni has been acting weird. Apart from trying to fast-track the now declassified ‘Muhozi project’, Senile Museveni has been venting on Rwanda all the fume he has, as a parting shot, since destabilisation has failed miserably in his lifetime. The rate which he is emptying state coffers makes one wonder whether he believes he could bribe the devil to add him extra time on earth, or better still, bribe for a ‘VIP section’ in hell.

Who can forget his viral ‘press-up’ video? That too, is a desperate effort to camouflage his ill health. No matter how futile this looks to everyone else, the deluded senile ruler believes this could hoodwink Ugandans into electing him in the 2021 polls, under the impression he is still ‘ healthy and energetic’. Well, we are not sure the senile oldman will be around for the next elections. That is is why he is preparing his dim-witted son Muhoozi Kainerugaba as back-up generator.

Uganda’s Chieftaincy of Military Intelligence (CMI) is a collection of knuckleheads, an intelligence outfit without a single intelligent person – from the officers to the foot soldiers, in a nutshell, It’s a madhouse. It’s the wild west.

While the Ugandan intelligence organs try to portray the image of an organised team working vigilantly to secure Uganda and its population, internally, things are falling apart. The concept of command and control is non-existent as everyone fights for the operations booty sliced from senile Museveni’s COVID-19 heist and the supplementary budget which is comprised of ‘classified budget’ which in senile Museveni’s circles is euphemism for loot.

If Ugandan intelligence organs were a single house, Titus Seruga the midget attack dog would have been the window through which people can peep to follow what’s going on in the house. And believe me, he is a window that gives the very best view that you can get in that house. The Belgian based CMI troll treats us to classified information on what is going on behind the curtains, including squabbles, renegades, breakaway factions and standoffs, all resulting from one thing- money.

The world has been wondering why the intelligence services of Uganda would randomly descend on innocent Rwandan nationals and treat them with wanton brutality, leaving many permanently needing wheelchairs to move while others either died or were separated from their toddlers before being dumped at the common border with Rwanda. Answers have been sought through every possible channel – family, diplomatic, Presidential, but none have been forthcoming. Instead, we see the same intelligence smooching with condemned terrorist outfits like the RNC, FDLR, FNL, RUD- Urunana, to name but a few.

But the answer lies in the fact that senile Museveni has lost control of his forces, including the intelligence organisations who have gone on the loose. This way, Senile Museveni’s Rwanda destabilisation project went out of hand, as his own forces used the project to blackmail him for money and more money. Soon the craze for money got out of control and guess who was being used to demand ransom? You guessed right!

Enter Titus the midget. The CMI loudmouth has been our single get-way to the chaos between the different rival intelligence organisations, treating us to real-time fights, punch-for-punch, if you know what I am talking about. He first let us in on the longstanding money feuds between the boos of CMI Maj Gen Abel Kandiho and that of ISO, Rtd Col Kaka Bagyenda. Through Seruga, we got to know Kandiho’s sentiments and wishes regarding his desire for his rival to be removed from the position by senile Museveni. We were also treated to side-shows concerning operatives from the two outfits who had gone rogue, deciding to create their own intelligence faction, away from their two squabbling bosses.

But the CMI trolling midget made sure we don’t miss two things: One, that he is inclined towards kandiho’s CMI and that Rwanda was the main pawn in the thieving game being played by the two intelligence heads.

The untimely death of Jean Goulbert Burasa, a veteran journalist and a genocide survivor has shaken the local and regional media fraternity to the core.

The proprietor of Rushyashya, a Kinyarwanda vernacular newspaper, Burasa was known in the local media as a resilient media owner and journalist who weathered the media turbulence which affected the entire world, and managed to keep a print publication buoyant in troubled waters for several years when many closed shop, before bowing to change and going online. Burasa was a frequent invitee at presidential press conferences at Urugwiro Village, where he always articulated issues affecting the country.

But somehow, the RNC and senile Museveni anti-Rwanda propaganda orchestra seemed to have a problem with Burasa, who always defended Rwanda against their smears. They hated his guts for calling them out on their cowardice, fraud and dishonesty. Burasa did not mince words when it came to debunking RNC propaganda churned out on the dissident online propaganda radios operating in exile. Burasa died from a severe stroke after doctors at CHUK and King Faisal Hospitals fought to save his life but couldn’t.

It is quite sad to see failed journalists like Sulah Nuwamanya also jump onto the RNC bandwagon celebrating the death of Burasa. Typically, Nuwamanya can’t even spell Burasa’s name, but he has the audacity to fix himself on the list of those who came face to face with the wrath of Burasa’s pen. Because he saw others writing about the unfortunate death, the wannabe copycat felt left out, and had to weigh in.

It is funny that Nuwamanya, a deadbeat dad who ran off to Kampala to be with his long-time concubine Prossy Bonabaana leaving his wife and four children in the care of the Rwanda government, would delude himself that anyone would meet their death on his account. If anyone needs visitation from satan, it should be Sulah Nuwamanya and fellow RNC terrorists and senile Museveni sponsored anti-Rwanda propagandists.

Everyone will face death at one point, but Nuwamanya, the RNC gang and their senile sponsor will meet a humiliating one. Rest in power patriot Jean Goulbert Burasa.

A colleague of Sula Nuwamanya the dim-witted RNC trumpeter, who studied with him at the National University of Rwanda (UNR), now the University of Rwanda (UR), once commented on one of Sulah’s Facebook posts, reminding him of the advice lecturers used give in class and forums out of class.

Sulah Nuwamanya who took advantage of post genocide mass admissions into schools with relaxed scrutiny, to fraudulently gain an unmerited admission into the Rwandan education system as a national using fake papers, has a big mouth fitted to a minute brain. Nuwamanya’s former colleague reminded him how friends and lecturers used to advise him to make an effort to shut his mouth, unless he thought what he wanted to say was a matter of life and death.

This is after he made statements that would embarrass his friends, sometimes at university forums where students were expected to put their best foot forward.

One lecturer upon hearing his contribution at a students meeting, commented that if it were upon him, he would recommend that Sulah Nuwamanya goes back and start over first year secondary school. Others said he should go to mid primary…but thats a story for another day.

In sula Nuwamanya’s recent post, incoherent as usual, the retard tried to weigh in Prof. Manasseh Nshuti’s appointment (here we are only assuming because it’s hard to know who he meant because the dimwit did not even remember to mention who he was talking about). The monkey-see-monkey-do act failed miserably, as whoever cared to read his post could barely comprehend what he wanted to say.

Assuming it is Prof Manasseh that the retard was talking about, he thinks the academic personality does not merit the appointment, ostensibly because ‘when Museveni visited Inyange factory when prof. Manasseh was Chairman of Crystal ventures, the machines failed to start.’ Of course this never happened, when Senile Museveni visited Inyange, he toured and inspected all the factory premises, he was even shown how products are made ( here one wonders how this happened when the machine engines could not start). At the end of his visit, Museveni lauded Rwandan private sector for setting up Inyange and urged Ugandan investors to learn from Rwanda. Nuwamanya had to make another lie to support this disjointed argument meant to question Prof Manasseh’s ability to serve in his new position.

In the reward’s logic, this should be used as an indicator that prof Nshuti cannot handle the EAC docket in the foreign ministry. In the RNC mouthpiece’s cluttered mind, East African affairs is about starting and shutting down factory machine engines.

The Ugandan regime sponsored media outlets including the state owned daily ‘The New Vision’ are in overdrive publishing all sorts of lies following the arrests of suspects in Col Tom Byabagamba’s new case.

One of the suspects, John Museminali was arrested as part of the ongoing investigation of an attempted escape of a convicted criminal from prison. On the 10th of April, the ministry of defense announced additional charges on the demoted Tom Byabagamba, convicted of various crimes including inciting insurrection, related to his attempted prison escape currently serving his 15 years sentence.

Museminali, whose wife is the sister to Byabagamba’s wife, together with two others are charged with the same offense. Uganda based media outlets, online trolls picked an unprecedented interest, they are trying to make the case a major breaking news event.

These trolls and media outlets are sponsored by the Ugandan regime and have strong undeclared link to the Byabagamba case. Tom Byabagamba is the brother of David Himbara, one of their key pillar in their online warfare against Rwanda, who is conspicuously silent on the issue. In a self interest maneuver, Himbara stayed silent as his colleagues in the anti-Rwanda propaganda like Sulah Nuwamanya, Chimpreports and even the Ugandan State owned The New Vision, took the lead in smearing Rwanda using a lawful arrest.

The fixation and obsession on an arrest case in Rwanda by hostile propaganda from Uganda is even more bizarre given the number of high profile arrests in Uganda. Not so long ago, the former Spy Chief and security minister Lt-Gen (Rtd) Henry Tumukunde was spectacularly arrested in Uganda for announcing his intention to vie for presidency. Tumukunde was later see unable to walk after an emergency trip to the hospital. Recently, a member of parliament, Francis Zaake, was arrested for disturbing food to the needy. Zaake is currently fighting for his life on an ICU bed following the brutal torture he endured from ruthless regime operatives. But strangely, the case of Museminali attempting to break out a brother-in-law excites Ugandan based outlets? It reveals the outlets links to the anti-Rwanda propaganda and confirms Museveni’s regime deep involvement in the macabre effort to smear Rwanda.

Their approach and coverage of the arrest also reveals their system of beliefs of untouchables. Their immediate reaction was to offer Museminali’s spouse biographies when she was not arrested. Sponsored by a nepotistic regime, the hostile propaganda is stuck in a world where “who is who” confers immunity from lawful prosecution.

Naturally, a prison escape or attempted escape investigation will lead to an interest in the prisoner’s contacts. In Rwanda, if that prisoner happen to have a well connected list of family and friends, justice will still be able to investigate.

Unlike Uganda, the Rwandan legal system treats everyone as equal; there are no “historicals” with lifetime immunities.

The Uganda Chieftaincy of Military Intelligence (CMI) and Rwanda National Congress (RNC) sponsored loudmouth Sulah Nuwamanya Wakabiligi can’t even help himself, but his deluded mind makes him think he is superman who can advocate for his partners in crime.

As it is, Sulah has enough problems of his own, and had he been born smart, one would expect him to deal with them first before thinking he could play advocate for fellow criminals.

But then, it is Sulah the dimwit we are talking about here. Those who know him well say he always has a way of involving himself in other people’s business even when he can see that issues at hand are beyond his under developped IQ.

Sulah even lacks the level of brains that can concoct a credible lie. He talks of the arrest of someone whose wife is a high ranking UN official, but again says that to arrest him, police had to pretend like they were distributing relief food!

Unlike Uganda, Rwanda is a law abiding country; the law enforcement organ like Police has a right to arrest any suspect regardless of their status, there are no untouchables. Suspects were lawfully arrested, they will be produced before the court of law with their advocates, the judiciary will rule if proven guilty, they will serve their sentences or acquitted of found innocent.

Sulah forgets that Rwanda is not Uganda where COVID-19 relief food is being used as a trade-off for beatings, looting and sexual favours. As a reputable law enforcement institution, the Rwanda National Police employs standard procedures and follows due process in arrest and prosecution of suspects.

The nutty Sulah shamelessly asks “when did Africa come to this?”; such question should be asked to his bankrollers; if he’s a man enough playing advocate, he should take them to task on the committed crimes against humanity; in both grenade attacks thrown in Kigali and the ongoing arbitrary arrests, torture and murder of innocent Rwandans in Uganda.

Understandably, the mentally unfit Sulah’s posts are influenced by his environment. He should not panic though, once he is extradited, his crimes will be prosecuted following due process. A piece of advice from his friend, writing smears about Rwanda will not change his awaited fate, he will be soon extradited and account for his crimes.

Wicked people always employ weird ways to seek undue attention. They will even write their own obituaries if that would make the otherwise own business minding world turn their heads towards them for even a second.

Senile Museveni and his anti-Rwanda propagandists are the wicked of the wicked. Posessed by the spirits of the innocent Rwandans they have inhumanely tortured and killed, senile Museveni and his minions have acquired a permanent psycological paranoia, which makes them believe they are being followed by an imaginary enemy.

Haunted by the spirits and cries of innocent Rwandan children and women tortured, killed or separated from their kin, the senile Ugandan ruler through his attack dogs like Spyreports, Commandpost, the Midget loudmouth Titus Seruga, has now drawn an imaginary list, presented as that of people deaignated for death by Rwanda.

But for those with their mental faculties still hinged in place, the list serves as comic relief, it elicts the ‘LOL’ effect, which is especially good at this time of lockdwon when people need somethin to keep their moods and spirits upbeat.

The mentally unfit trolls reminded Ugandans and the entire world about the list of Museveni’s orchestrated assassinations of innocent Ugandans whom he perceived were threatening his lifetime presidency; over 200 prominent politicians, businessmen and high ranking military officers were mysteriously murdered in a move to keep the frail old man in power.

It has now become apparent that whenever Senile despot wants to play his conmanship, diversionary politics orders his trolls to slander Rwandan leaders but unfortunately the whole process end up exposing his political shenanigans.

Senile Museveni and his entire cabal need to be checked into a mental health facility urgently.

Chieftaincy of Military Intelligence (CMI) boss Brig Kandiho’s lapdog, Titus Seruga, alias Serubwa has continued his attempt to drag Rwanda in the feud between his boss Kandiho, and the boss who rejected his advances, ISO’s Rtd COl Kaka Bagyenda.

In his persistent Facebook rants that symptomise the bad blood between Museveni’s erratic intelligence organs, Seruga the midget makes it a point to drag Rwanda in the mix, never mind that the context always rejects awkward adhession.

What the CMI midget has succeeded in is to throw the ISO and CMI dirty linen out on Luwum street. In any case, Rwanda is vindicated in its claims of torture of its nationals by Uganda’s intelligence organs, and therefore in an absurd way, this squabling could be a blessing in disguise.

CMI and ISO have thrived for long by duping their senile master Museveni that Uganda was under threat by Rwanda in order to access huge sums of tax payers’ money, ostensibly to neutralise the non existent threat.

The fighting over the carcas as evidenced through Serubwa’s sustained attacks against ISO boss Kaka who is the top CMI’s rival would have served to alert their master, but this is unlikely because he is barely living.

While CMI use Rwanda as a weapon to validate their supremacy wars against rivals, the assumption inadvertently exposes their flanks, and confirms suspicion of scapegoating to defraud Ugandan tax payers.
