The CMI dwarf Titus Seruga, is circulating rumors on Rwanda as directed by his Ugandan intelligence sponsors. Seruga, aka Serubwa or Kaseruga, along with all other CMI trolls are using the ongoing COVID19 outbreak to push their anti-Rwanda propaganda. Incredibly, although he lives in a country more affected by COVID19, Kaseruga finds the courage to smear Rwanda on COVID19.

His reckless post illustrates without a doubt that he is a sponsored troll paid to write rubbish. In his claim that Rwanda has a thousand cases of the viral infection, he forgets that the World Health Organization publishes data. No one will be looking for data from his smearing Facebook page for information always hiding behind anonymous secret sources that only exist in his head.

As a mouthpiece, he looked to his backyard, for inspiration to weaponize a tragedy. As of March 17, 2020, his country of residence has 1058 cases of COVID19 while Rwanda counts 7 stable cases. His country of residence already registered 10 deaths but since he is paid to smear, he throws out all logic and claims, “there are 1000 cases in Rwanda”.

His claims that he swift reaction to close schools and ban public gathering events in Rwanda could not have been done for one case. He tops that up with a lie that the Netherland embassy had closed in Kigali; most offices are now operating online with most staff asked to avoid unnecessary movements. Rwanda and most countries that were lucky to face the outbreak much later than Asia, Europe and America have the benefit of more knowledge about best practices. It is now clear that the earlier one moves to curb all public gathering, the easier it becomes in managing the outbreak.

The CMI dwarf should know that his height is not a protection against the COVID19 pandemic. Instead of wasting his breath of smear and rumor, the short man ought to focus on the global fight to contain COVID19 by washing his hands. In his case, he should also wash his mouth of rumors.

Although his posts are barely coherent due to his poor written grammar challenges, Titus Seruga’s posts on Facebook provide pointers to some serious wars within Museveni’s ruling system in general and intelligence community in particular.

Principally hired by CMI to troll the Rwandan leadership, the CMI head Brig Abel Kandiho sometimes assigns the motor mouth to rant against sister intelligence organs, namely the Internal Security Organisation, ISO. Recently, Serubwa unleashed a barrage of attacks against ISO director Kaka Bagyenda. It came as a surprise that Serubwa chose to defend embattled Henry Tumukunde against Kaka Byagenda, when everyone who followed Tumukunde’s dramatic arrest knows that CMI was also involved in the operation.

The fact that a CMI troll would openly attack the head of another intelligence organization is proof of what has been whispered about – that there is bitter rivalry among Museveni’s intelligence and security agencies and that the competition arises the share of operations funds and their master’s ear. See, the more access an intelligence organization has at Entebbe or Nakasero state house, the more tax payers’ money it will receive.

Enter Rwanda. Rwanda is currently the most lucrative commodity in the Ugandan intelligence community. The money wars between the rival Ugandan intelligence organs is focused on Rwanda. Henry Tumukunde was arrested last week on accusations that he called on Rwanda to overthrow Museveni. For a country that wants people to believe it values freedom of speech, this exposes Museveni’s hypocrisy.

As he rants, Serubwa poses: “Who hasn’t Kaka called an agent of Rwanda in all fellow security organs? From what I reliably know Kaka was put in that place on recommendation of Tumukunde and Saleh for reasons known to many of us, I find it very unfortunate that the same person can call Tumukunde an agent of Rwanda.” Indeed! Unwittingly, Serubwa tells the world how everyone in Uganda’s intelligence circles is branding the person next to him a ‘Rwandan agent’ in order to eliminate the competition for intelligence money.

Look at this in the context of Gen Salim Saleh and Tumukunde appointed Kaka to brand Kayihura a ‘Rwandan agent’ so he could be eliminated. After Kayihura exited, Kaka called Tumukunde a ‘Rwandan agent’ and he was also eliminated. CMI is now branding Kaka a ‘Rwandan agent’ who is pretending by arresting Tumukunde for making comments about Rwanda. It’s a vicious cycle and one can get dizzy trying to make sense of it.

Titus Seruga exposes that: “Kaka should look in his Organisation ISO, 50% of people around him are on Kagame’s payroll, the cleanup should be in ISO, I have not seen a (sic) institution supposed to provide intelligence focus so much on recording videos of fake suspects confessing, if they are suspects why can’t we have them in courts of law why are they on social media??” But this whole thing is part of the Uganda regime’s strategy to create a false narrative that Rwanda has infiltrated her security agencies yet in actual fact, CMI&ISO, police and UPDF were infiltrated by anti-Rwanda terror groups like RNC, FDLR and RUD-Urunana.

It is hard to understand why CMI was involved jointly with ISO and other Ugandan security agencies in the dramatic arrest of the former boss of ISO, and yet they knew that they should have actually been arresting Kaka himself. But then one realizes that it’s a free-for-all situation in the Rwandan security, where operational logic doesn’t matter anymore. It’s a matter of time before the security situation in Uganda implodes.

The CMI hired Belgium based Facebook troll has reappeared after a long hiatus to revive an already debunked conspiracy theory concerning the Zombo attack on a UPDF detach.

The UPDF itself stated its investigations found that the attack was carried out by disgruntled UPDF veterans. However, the CMI propagandist is sneaking back the tired theory that the attack during which the perpetrators used traditional weapons, was supported by Rwanda.

The alibi and nonsensical theories advanced by the delusional anti-Rwanda propagandist fail every logical test. Rwanda has fought many battles, and the UPDF knows quite well that using machette wielding proxies has never been Rwanda’s style of fighting wars.

Like his master Museveni, CMI troll Obed Katureebe of Robert Patrick Fati Gakwerere (on Facebook) has refused to accept the fact that Rwanda is not Uganda because the two countries are not Siamese twins.

Far from it. There may be some similarities among its people in regard to culture and languages, but certainly not in what concerns the leadership trajectory. The differences between Rwanda and Uganda are like night and day. It is therefore wide of the mark to try and draw parallels between Rwanda and Uganda in relation to governance.

The CMI social media mercenary wishes to see Rwandans operating in the same kavuyo (System Volongodo) that has become synonymous with Uganda. He is merely expressing the sentiments of his master Museveni, when posts in a bitter tone, to protest the fact that Rwanda is taking due precautions to curb Coronavirus (COVID-19) and, like the country always does, to protect its citizens.

To Obed the CMI troll, Rwanda’s decision to ban public gatherings as recommended globally is a ‘pretext:’ “while night revelers and party goers were enjoying one of the greatest shows ever staged by a Ugandan female music artist, Cindy Sanyu; in the potato enclave the satanic regime was busy cancelling shows under the Pretext of Coronavirus (COVID-19).” It is clear which of the two countries, Uganda and Rwanda, is a failed state. While countries all over the world are discouraging huge gatherings like concerts and conferences in order to curb the spread of the deadly virus, Uganda is caught napping.

It is quite unfortunate that someone from the Uganda Communication Commission should be celebrating Uganda’s inaction instead of protesting it. But then, since the man has to justify the CMI pay cheque, he would even betray his own mother if he had to choose between her and the cheque. It is typical of him to lament about lost revenues by the organisers of the events in question, forgetting about the loss of valuable lives (including those of the organisers) and state resources in the event that an infected person happened to attend the concert and spread it to the thousands of revelers.

In his serialised crap, distributed by Uganda’s Chieftaincy of Military Intelligence (CMI)’s online tabloid, Spyreports, criminal Michael Mupende continues to tell his tall tales about how he ostensibly survived imaginary assassinations.

These posts make for good entertainment though, especially for those who fancy kindergarten fiction stories. It seems that there is always more where every post comes from, as he continues to concoct his deranged narrations of how he was targeted for ‘elimination’ for several years, since the RPF struggle until the capture of power, but being the ‘superman’ he is, he managed to escape all the snares laid in his path.

Mupende needs urgent medical attention by a psychiatrist. Reading his posts, it is clear that his mental faculties are not in order. From the chronology of events, grammar to eagerness to project himself as a Hollywood movie character, a (Rambo) Sylvester Stallone of sorts – it all doesn’t add up. Otherwise, how could Mupende manage to escape three assassination attempts, when he claims that the entire RPA army was after him, with ‘orders from above?’ He wants us to believe that apparently, while others were being assassinated left right and centre, he, for some mysterious reason, was left as the only man standing. Amazing!

However, from his narrations, he inadvertently incriminates himself as an undisciplined, unruly, rumormonger and disrespectful soldier. Instead of portraying him as a victim, which apparently was his original intention, he ends up painting a picture of tolerant superiors, who managed him with a lot of patience in spite of his impossible character, this being a disciplined army notwithstanding. Reading his narration is enough to automatically classify him as one of the difficult cases that the RPF struggle had to grapple with.

In effort to present a ‘me-against-the-rest’ narrative, Mupende tries to convince, without success, his readers that the ‘secret’ he kept about the death of Fred Rwigyema was what made everyone else bay for his blood. But he does this so carelessly that the reader wonders how he actually survived all that long in the service of an army so disciplined like the RPA/RDF.

The other takeaway from his post, it is clear that Mupende had a personal issue with Kayumba Nyamwasa, or vice versa and now finds it convenient to unload his frustrations on the RPA leadership. As they say, birds of a feather flock together, and from the look of things, the two undisciplined officers hated each other’s guts. What Mupende calls a vendetta by the RPA senior command turns out plainly as a personal quest by the RPA head of intelligence, terrorist Kayumba Nyamwasa, to settle a score against a fellow officer, Michael Mupende.

We may never get to know the genesis of their problem, but from his narration, theirs was not a good relationship. Evidently, Mupende would like to conveniently make the problem between him and Kayumba Nyamwasa a general problem, by insinuating that terrorist Kayumba Nyamwasa may have been acting on ‘orders from above.’ The truth of the matter is that as the RPA transformed into a modern army that is RDF today, inevitably, some of its officers had to drop by the roadside for lack of moral fitness. You guessed right, those who failed to make the cut included Fugitive Kayumba Nyamwasa and the mentally unfit Michael Mupende, for various reasons, including gross indiscipline, greed and theft, insubordination, desertion, among others.

Under the instructions from the Ugandan Chieftaincy for Military intelligence (CMI), Giles Muhame’s Chimpreports continues to play its part in undermining the Luanda MoU. After reporting that Museveni met the Rwandan National Congress (RNC) terrorists in their Self-Worth Initiative NGO disguise to strategize how best to mask their hostile activities, Chimpreport now focuses on defending Philemon Mateke, the Ugandan State Minister for Regional Cooperation, also in attendance in the bizarre post Gatuna/Katuna summit restitution meeting.

CMI sponsored tabloid Chimpreports’ defense for Mateke is very weak, it is a laughable “I am being blackmailed” defense. The Ufg. The defense line adopted is a lie that Mateke’s phone number is public and known to the Rwandan government as he used to call the Rwandan Head of State. The blatant lie is a calculated move to hide important background information about Philemon Mateke. Giles Muhame’s attempts to simplify the evidence against Mateke’s work against Rwanda are a mere phone number when in fact the evidence against him is overwhelming spanning fifty years.

Recently, Philemon Mateke made headlines for all the wrong reasons. On the 14th and 15th of December 2018, he organized a meeting of Rwandan armed terrorist militia groups, RNC and FDLR. Mateke’s meeting in Kampala Serena Hotel was confirmed by FDLR delegates to the meeting namely Ignace Nkaka aka LaForge Fils Bazeye, FDLR’s spokesperson and Lt Jean Pierre Nsekanabo its intelligence chief. They were arrested and extradited to Rwanda. The UN Group of Expert (UNGoE) interviewed the FDLR delegates and confirmed that Mateke is directly involved with anti-Rwandan terrorist groups. Chimpreports’ narrative that the only evidence against Mateke is his phone number is a smoke screen.

Phone records show that on the night of the 4th October 2019, Mateke phone number was in constant communication with “Capt. Nshimiye aka Gavana” responsible for the RUD-Urunana attack in Kinigi (Rwanda) that brutally killed 14 civilians in cold blood with machetes. The attackers ran back to Uganda where they enjoy the Ugandan regime’s protection. Mateke and Nshimiye have held several meetings since the attack. The evidence against Mateke is not a mere phone number, it’s an entire call log history, it’s a UN report and witness testimonies and a proven PARMEHUTU background.

Uganda Chieftaincy of Intelligence (CMI) tabloid, Chimpreports has published a report, telling its readers that during a ‘high-level security meeting at Entebbe State House, Museveni ‘has directed two activists, Sulah Nuwamanya and Prossy Boonabana to close the advocacy part of their non-governmental organisation (NGO), Self-Worth Initiative, as part of a confidence-building measure to restore relations between Uganda and Rwanda.’

While this is construed as a gesture of goodwill on the part of Museveni, it is not lost on anyone that Museveni knows quite well that the so called NGO was created purposely as a clandestine initiative to mobilise support and fighters for the RNC and allied terror outfits.

It is therefore hypocritical of Museveni to pretend that he does not know the purpose of the NGO. He is quoted saying: “If you people are not involved in this RNC thing, then stop your advocacy and keep the humanitarian aspect of the NGO. Just be humanitarian. Don’t go into other things because we need peace.” As a show of sincerity in his newly founded goodwill, Museveni should have been categorical in directing the closure of the NGO since it’s known that it involves in RNC activities. There is nothing to keep about SWI because is rotten to the core and Museveni is well aware of this fact.

The fact that Museveni did give audience to Prossy Boona Baana and Sula Nuwamanya alongside his senior security and intelligence officials and cabinet ministers (including Mateke) speaks volumes. It is quite suspicious that a President who is facing the collapse of his country’s economy would find time to meet heads of a terror outfit masquerading as a humanitarian NGO accused of involvement in the destabilisation of a neighboring country before taking a decision on its closure.

Where in the world does a head of state call a high level national security meeting where entities subject to national security breaches are invited as if this was a court hearing? If there was goodwill, honesty and transparency in Museveni’s gesture, he would have considered the overwhelming evidence available concerning the activities of SWI in Uganda and its link to Uganda’s intelligence organs as a basis to take action.

It is clear that the meeting was a staged affair aimed at hoodwinking the world with a phony show of goodwill towards resolving the Rwanda-Uganda standoff. No doubt, the attendees rehearsed and were adequately choreographed to play their parts according to the script. That is why Chimpreports is eager to bring out the ‘emotional breakdown’ by one Phiona Barungi who ‘wept uncontrollably’, prompting an emotional Museveni to comfort her. We are not fooled.

Nothing betrays the insincere nature of the ‘high-level security meeting’ than the tone of Chimpreport’s theatrical tone, where he talks of Museveni being ‘startled’ while his security chiefs ‘looked on in awe’ as the RNC actors performed their play before their chief patron. And as if Prossy Boonabaana is a Ugandan Member of Parliament, she questions Museveni about what ‘Uganda is getting’ from the deal with Rwanda as if this is some kind of hostage exchange situation.

Also, according to Giles Muhame’s Chimprepiorts, when Adonia Ayebare who met President Kagame as Museveni’s special envoy on the Rwanda-Uganda standoff, opined that the RNC NGO should be closed down completely, he faced accusations from ‘officials who attended the session’ as propagating the Rwandan narrative instead of championing Uganda’s interests. This clearly implies that the said officials don’t consider regional peace one of the interests of Uganda. Otherwise, why were there objections to Adonia’s solemn suggestion?

The Ugandan intelligence enterprise does not want SWI to close, neither do they want to see Ugandans and Rwandans live in peace as it should be. The whole world knows that the Rwanda-Uganda conflict presents a lucrative opportunity to loot huge sums of tax payer’s money, under the guise of ‘emergency security operations.’ They are therefore determined to fight tooth and nail in protection of this cash cow by ensuring the status quo remains.

It is therefore not surprising that, according to Chimpreports, officials from External Security Organisation said ‘they were yet to pick information’ that Self Worth leaders were obtaining money from foreign funders for subversive activities. That is because the so called NGO obtains its funding and logistical support from the Ugandan leadership, through the intelligence organisations like CMI.

In indeed Museveni’s intention to give peace a chance, he should be seen to act accordingly. That peace cannot sustainably be achieved by sending out mixed signals every time he is seen to be taking a step towards the implementation of the Luanda MoU and subsequent Summits. The region, and indeed the world, is following the progress closely.

Obed Katureebe’s Robert Patrick Fati Gakwerere Facebook Page is for rent. It is not surprising that he is a hired mercenary himself.

Having run out of nonsense to post since his master Museveni caved in under the weight of overwhelming evidence of his support to terror outfits and harassment, torture of innocent Rwandans, he is renting the page out to like-minded individuals and groups willing to vent psychological baggage.

A group wishing to masquerade as ‘Tutsi genocide survivors’ have posted on the mercenaries page, pretending to be more aggrieved than the family of Kizito who have since laid their family member to rest and moved on.

By requesting for a ‘joint international investigation’ into Kizito’s death says a lot not only about their malevolent intentions but also that they are grossly ignorant.

First of all, the group cannot claim to speak for survivors of the Tutsi genocide because there are recognised organisations at the local and international level that speak on behalf of the survivors.

Second, had they been a legitimate grouping, they would be in the know by now that an investigations has already been conducted by a competent and credible organisation, the Rwanda Investigations Bureau (RIB) and their findings were handed to the Rwanda National Public Prosecution which announced them to the public. RIB did what was expected and went beyond preliminary findings by the Rwanda National Police in whose custody the deceased committed suicide and conducted investigations.

It is now widely understood that Rwandan institutions are responsible entities, enjoying high levels of trust from the Rwandans they serve who have come to trust them for doing the right thing without waiting to be prompted of ‘requested.’

For this group to claim that they harbour suspicions even after the release of the investigations results to the public says a lot about the group’s suspicious status.

UCC’s Obed Katureebe is a waste of tax payer’s money. While unemployment in Uganda has been sharply rising for the last 34 years, Obed Katureebe, alias Robert Patrick Fati Gakwerere can afford to occupy a vital public service position, earn a huge salary and do nothing substantial except creating malicious theories and concocting falsehoods against the Rwandan leadership.

Obed’s CMI assignment briefing has always been simple and straight: just get into office and dream up any nonsense about Rwanda and post. Using his very little knowledge about Rwanda which he picked from his terrorist dead cousin Patrick Karegeye and his criminal brother, Gordon who conned his way into several jobs in Rwanda, he creates outlandish tales for his master, after which he smiles all the way to whatever bank holds his account.

But the mistake all CMI propaganda agents make is to think about Rwanda in comparison to their own failed state.

You see, in the failed state that is Uganda there are leaders who are bigger than the country and all its legislations. These so called ‘historicals’ can do as they please and nobody, not even the old ruler can raise a finger against them. The so called historicals can grab land, murder innocent people, violate laws with impunity, ostensibly because Ugandans owe them for the simple reason that they ‘went to the bush, ‘ never mind that the contribution of most of them in the bush war is questionable.

That is why you see Obed Katureebe, creating concoctions about Rwanda with the mentality of his own failed state in mind. He sees changes and movements within leadership, which are normal in a functional state, as punishment or a consequence of intrigue, like it is done in Uganda.

Ugandans have endured the same incompetent individuals in the Ugandan cabinet and pretty much most civil service positions for the last 34 years, except, of course where nature has had to intervene.

That is why it baffles Obed Katureebe that generals and ministers in Rwanda can be moved, dropped or retired from different positions in public service. He fails to grasp the fact that unlike Uganda, Rwanda is a dynamic, functional state with sound leadership.

RNC Uganda Province Commissioner in Charge of Communication and Media, Gideon Rukundo Rugali, blunders in his attempt to exploit Kizito Mihigo’s funeral. The glorified RNC propagandist and liar in chief on Facebook is so desperate for a headline that he makes a list of false claims about a public event.

There are pictures and videos of the funeral service that show pallbearers that are clearly not presidential guards. The funeral was attended by his family and friends and some of his fans. Rugali should look at his fellow CMI sponsored propagandist video, Softpower (Sarah Kagingo’s CMI media outlet) clearly shows a public funeral with fans holding their mobile phones and taking pictures.

Despite the plea from Kizito Mihigo’s family, the conflicted Rugali and fellow RNC propagandists continue their shameful exploitation of a tragedy. They hope that by doing so, they will divert attention from the fact that Uganda has been given one month to clear its land of RNC militias in order to normalize relations with Rwanda.

The cheap RNC-NRM troll, polygamous and jobless Gideon Rugali should be more concerned about his own faith. In 2003, Rugali fled from Uganda to Rwanda after the Ugandan Chieftaincy of Military Intelligence (CMI) hunted him down for supplying medicine to a rebel group in Uganda – the Popular Resistance Army (PRA). It took the intervention of the then Minister of Internal Affairs, current Prime Minister, Dr. Ruhakama Rugunda, to get Gideon Rukundo to turn himself in before he was mysteriously cleared. He has since then been working under the supervision of Elly Tumwine, the Uganda Minister of Security, and the Uganda police DIGP Sabiiti Muzeyi. He was fired from Mulango Hospital for insubordination and misconduct by Doctor Diane Twine, the Permanent Secretary in Ministry of Health, and now relies on his online job to feed his polygamous family.

Ugandan is losing about $ 300 Million, eventually, it will turn on him and hunt him down again as they did in 2003. The difference is that this time, he will not be fleeing to Rwanda. He should pack his bags and get ready for a cold betrayal; his RNC militia is simply not worth the cost to Uganda.
